The Universal Declaration of Human Rights of the United Nations (Article 26):
“Access to higher education will be the same for all, depending on the respective merits.”

- United Nations Global Education Agenda (Education 2030): Part of the 17 Sustainable Development Goals (ODS) and Agenda 2030 for Sustainable Development: “Ensure inclusive and equitable quality education, as well as promote opportunities for Lifelong Learning for all.”
- Spanish Constitution (Article 27): “Everyone has the right to education... The public authorities guarantee the right of everyone to education... It is recognised to individuals and legal persons the freedom to create educational centers, within the respect for constitutional principles.”
- Organisation of Ibero-American States: “Higher Education is a
public social good, a human and universal right and a duty of the State.”
